Azure DevOps

Microsoft's suite of repos, boards and CI/CD pipelines.

Overview

Azure DevOps is Microsoft's suite for planning, building and shipping software: Boards, Repos, Pipelines, Test Plans and Artifacts, which can be adopted together or separately. For data teams the relevant part is usually Pipelines, used to run dbt, test transformations and deploy pipeline code.

Like GitHub Actions it is general-purpose rather than data-specific. Pipelines are YAML, made of stages, jobs and steps, with classic release pipelines still supported for teams that have them.

Agents come in two forms: Microsoft-hosted, or self-hosted on your own machines, which is the usual choice when a warehouse sits behind a private network. Licensing is by parallel job rather than per user, which is a different shape from most CI pricing.

Its strongest card for regulated environments is approvals and checks. Environments, service connections, variable groups and agent pools can each carry checks, and those checks are configured in the web interface, not in the YAML, so a pipeline author cannot weaken them. Options run from required reviewers and business-hours windows to calling an Azure Function or a ServiceNow change request.

Auditing streams permission changes and deletions to a SIEM, though it is still labelled preview and needs Microsoft Entra ID.

Two practical notes: public projects are retired and existing ones become private in 2027, and Microsoft publishes no first-party guidance for dbt with Pipelines, only for dbt with Azure Databricks.

Key features and capabilities

The same headings are used for every dataops & ci/cd entry, so two tools can be read side by side.

What it does for data teams
  • Continuous integration, testing and deployment to any target, cloud or on-premises
  • For data teams, runs dbt and ETL commands as ordinary pipeline tasks
  • Publishes packages to Azure Artifacts feeds
Pipelines and automation
  • YAML pipelines of stages, jobs and steps, with classic release pipelines still supported
  • Matrix strategies for parallel configurations, and test slicing across agents
  • Microsoft-hosted or self-hosted agents, licensed as parallel jobs
  • Templates for steps, jobs and stages, referenced across repositories and pinned by ref
Testing and change checks
  • Any test framework, run in parallel, with build-over-build test analytics
  • Azure Test Plans adds manual and exploratory testing
  • No data diffing or column-level impact analysis
Environments and isolation
  • Environments are first-class resources that deployment stages target
  • Checks attach to environments, service connections, variable groups and agent pools
  • Promotion between stages through templates
  • No data branching or zero-copy data environments
Approvals, secrets and audit
  • Checks are set in the web interface, not in YAML, so pipeline authors cannot weaken them
  • Approvals with reviewers, timeouts, business hours and optional no self-approval
  • Branch control, exclusive locks, required templates and ServiceNow change management
  • Auditing with 90-day retention and SIEM streaming, in preview and Entra ID only
Integrations
  • Works with Azure Repos or GitHub as the source
  • Deploys to Azure, containers, virtual machines and on-premises targets
  • dbt guidance is published only for Azure Databricks, not for Pipelines
  • Marketplace extensions add further checks and tasks
How it runs
  • Hosted service at dev.azure.com
  • Azure DevOps Server for self-hosting, where self-hosted parallel jobs are not charged
  • Self-hosted agents on any operating system, on-premises or in any cloud

Pricing

SubscriptionFive users free, then $6 per user a month

The first five Basic users are free, then $6 per user a month; Basic plus Test Plans is $52. Pipelines are licensed by parallel job: one Microsoft-hosted job with 1,800 minutes a month is free, then $40 per extra job with unlimited minutes; self-hosted gives one free job and $15 per extra. Artifacts storage is free to 2 GiB, then tiered. Note the free hosted tier caps jobs at 60 minutes each and needs a linked Azure subscription.

About Microsoft

Azure DevOps is a Microsoft product, sold as a subscription service at dev.azure.com and as the self-hosted Azure DevOps Server. Microsoft was founded in 1975, is headquartered in Redmond, Washington, and employs around 223,000 people. The product is proprietary: the service is subscription-based, while the server edition uses server licences with client access licences bought through a reseller.
